Movement<\/a>, the discussion of civil liberties vs. security is often a contentious one in the Big Apple.\u00a0 This is the same city that has endured several high profile terrorist attacks so it is understandable that New York City has to make a tremendous effort to protect itself.<\/p>\n<p>With a population that often falls on the left side of the political aisle it is no surprise that there can be tension with America\u2019s largest municipal police force.\u00a0 However, it seems that New York authorities have capitalized on <a href=\"http:\/\/www.dw.de\/dw\/article\/0,,15377165,00.html\" target=\"_blank\">Post 9\/11 security fears<\/a> with concentrating their efforts on small level marijuana arrests.\u00a0 After the traumatic events that occurred in lower Manhattan\u2019s financial district over a decade ago, most New Yorkers were united and willing to yield some security convenience in order to prevent such devastation from ever happening again.\u00a0 However, directing New York\u2019s vital security resources toward combating low level cannabis possession was not what most New York residents had in mind after the horrifying events on September 11th.<\/p>\n<p>New York City&#8217;s infamous<a href=\"http:\/\/www.nyclu.org\/issues\/racial-justice\/stop-and-frisk-practices\" target=\"_blank\"> \u201cStop and Frisk\u201d program<\/a> has come under major scrutiny as of late.\u00a0 New York has decriminalized marijuana possession of less than 25g.\u00a0 Unfortunately police often exploit loopholes in the law.\u00a0 The law states that if marijuana is in plain sight or being smoked then the penalty is a misdemeanor charge instead of the civil citation issued when concealed.\u00a0 NYC officers often demand that civilians empty their pockets and once marijuana is in plain sight they are arrested on the more severe misdemeanor charge.\u00a0 <a href=\"http:\/\/www.nyc.gov\/html\/nypd\/html\/home\/home.shtml\" target=\"_blank\">NYPD Police Commissioner Ray Kelly <\/a>sent a memo out last year requesting officers to stop this practice which seems to unfairly target young Black and Hispanic individuals.\u00a0 Of those arrested in the state for low level marijuana possession, 94% are from NYC, and 82% of them are Hispanic or Black.<\/p>\n<p>Marijuana.net has previously covered statements from <a href=\"http:\/\/www.andrewcuomo.com\/\" target=\"_blank\">Governor Andrew Cuomo<\/a> which indicate a shift from the tougher anti- marijuana statements he made on the 2010 campaign trail.\u00a0 He has already stated that he is open for a discussion on medical marijuana which could be due to it&#8217;s neighbors New Jersey and Connecticut .\u00a0 Now, the Governor seeks to reduce the damaging arrests over small amounts of marijuana.\u00a0 On Monday Andrew Cuomo plans on asking state legislators to decriminalize the same amount (25g) in public view.\u00a0 This would eliminate the plain sight provision which has jailed thousands.\u00a0 Smoking marijuana in public would remain a misdemeanor crime.\u00a0 Many residents were pleased to see Governor Cuomo take on the issue as communities have pleaded with NYC Mayor Bloomberg to stop the practice.\u00a0 Mayor Bloomberg has <a href=\"http:\/\/freethoughtblogs.com\/dispatches\/2012\/05\/15\/bloomberg-defends-stop-and-frisk-policy\/\" target=\"_blank\">defended the practice<\/a> by stating that he feels &#8220;Stop and Frisk&#8221; discourages people from carrying guns.<\/p>\n<p>Another unspoken issue in New York City is the relationship between residents and the<a href=\"http:\/\/www.nyc.gov\/html\/nypd\/html\/home\/home.shtml\" target=\"_blank\"> NYPD<\/a>.\u00a0 Incidents such as the<a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/b\/sean_bell\/index.html\" target=\"_blank\"> Sean Bell<\/a> and <a href=\"http:\/\/topics.nytimes.com\/topics\/reference\/timestopics\/people\/d\/amadou_diallo\/index.html\" target=\"_blank\">Amadou Diallo<\/a> shootings have created a wedge between police and neighborhoods that may still need healing.\u00a0 Because \u201cStop and Frisk\u201d has only increased the animosity between residents and police,\u00a0 it is encouraging to see Governor Cuomo attempt
