{"id":10577,"date":"2024-12-23T13:39:29","date_gmt":"2024-12-23T13:39:29","guid":{"rendered":"https:\/\/www.denverpost.com\/?p=6873088"},"modified":"2024-12-23T13:39:29","modified_gmt":"2024-12-23T13:39:29","slug":"cluster-of-marijuana-shops-in-commerce-city-has-leaders-mulling-geographic-store-limits-to-spread-impact","status":"publish","type":"post","link":"https:\/\/cannitrol.com\/blog\/cluster-of-marijuana-shops-in-commerce-city-has-leaders-mulling-geographic-store-limits-to-spread-impact\/","title":{"rendered":"Cluster of marijuana shops in Commerce City has leaders mulling geographic store limits to spread impact"},"content":{"rendered":"<div id=\"wp_fb_like_button\" style=\"margin:5px 0 5px 5px;float:right;height:100px;\"><script src=\"http:\/\/connect.facebook.net\/en_US\/all.js#xfbml=1\"><\/script><fb:like href=\"https:\/\/cannitrol.com\/blog\/cluster-of-marijuana-shops-in-commerce-city-has-leaders-mulling-geographic-store-limits-to-spread-impact\/\" send=\"true\" layout=\"standard\" width=\"450\" show_faces=\"false\" font=\"arial\" action=\"like\" colorscheme=\"light\"><\/fb:like><\/div><div class=\"media_block\"><\/div>\n<p>Commerce City wants to impose some order on its marijuana sector.<\/p>\n<p>Nearly all of its retail cannabis stores <a href=\"https:\/\/weedmaps.com\/dispensaries\/in\/united-states\/colorado\/commerce-city\">are located in the southern half of the city<\/a> \u2014 with several clustered close together and more on the way \u2014 and elected leaders there want to spread the wealth.<\/p>\n<p>Ultimately, they want to limit how much there is to spread of the industry\u2019s impact, whether good or bad. They\u2019ve proposed an eventual cap of eight stores in the city, split evenly between two sides of town.<\/p>\n<p>\u201cOnce you hit a saturation point, it\u2019s not good for the stores and it\u2019s not good for the community,\u201d said Sean Ford, a former Commerce City mayor and current councilman. \u201cWe watched Denver with the Green Mile, and we were worried that that\u2019s what would happen here.\u201d<\/p>\n<p>The Green Mile, a reference to the proliferation of pot shops <a href=\"https:\/\/www.denverpost.com\/2014\/11\/06\/pot-shops-propose-rebranding-denvers-south-broadway-as-the-green-mile\/\">that opened on South Broadway<\/a> in the early days of recreational legalization, has already arrived in Commerce City \u2014 albeit on a smaller scale \u2014 in the view of Mayor Steve Douglas.<\/p>\n<p>\u201cYou have pot shops, one after another,\u201d the mayor said of a trio of cannabis shops clumped together in a half-mile stretch of busy North Quebec Street, near Dick\u2019s Sporting Goods Park.<\/p>\n<p>Commerce City <a href=\"https:\/\/www.denverpost.com\/2015\/06\/10\/commerce-city-gives-ok-to-recreational-marijuana-businesses\/\">approved retail sales of marijuana in 2015<\/a> but never set a limit on the number of stores.<\/p>\n<p>Altogether, there are eight marijuana shops in south Commerce City \u2014 generally delineated as the older and less affluent part of the city, below East 96th Avenue. Licenses for three more are already approved.<\/p>\n<p>By contrast, just one shop is operating in the northern tier of the city, which is largely characterized by <a href=\"https:\/\/www.denverpost.com\/2009\/11\/24\/commerce-city-goes-through-industrial-evolution\/\">master-planned suburban neighborhoods<\/a>\u00a0built in the shadow of Denver International Airport.<\/p>\n<p>That concentration of marijuana businesses in the city\u2019s south prodded the City Council in the summer of 2023 to place a yearlong moratorium on any new cannabis shops opening in that part of the city. It renewed the moratorium for another six months this past summer.<\/p>\n<p>The city\u2019s new proposed ordinance calls for a limit of four shops in the south and four shops in the north, using 96th as the dividing line. In reality, those limits may not be fully in force for years, given that the city has no plans to revoke any licenses.<\/p>\n<p>But south stores that close would not be replaced with new ones until the total number falls below the four-store cap.<\/p>\n<p>The council passed the measure on its first reading Dec. 16. A final vote is scheduled for Jan. 6.<\/p>\n<p>\u201cYou can have too many dry cleaners, you can have too many auto parts places,\u201d Ford said. \u201cWhy do we need a pot shop on every corner?\u201d<\/p>\n<figure id=\"attachment_6873921\" class=\"wp-caption aligncenter size-article_inline\"><img class=\"lazyautosizes lazyload\" src=\"https:\/\/cannitrol.com\/blog\/wp-content\/uploads\/2024\/12\/cluster-of-marijuana-shops-in-commerce-city-has-leaders-mulling-geographic-store-limits-to-spread-impact.jpg\" alt=\"Star Buds and LivWell marijuana stores are located next door to each other in Commerce City, as seen on Dec. 20, 2024. (Photo by Kevin Mohatt\/Special to The Denver Post)<\/figcaption><\/figure>\n<p>By comparison, he said, <a href=\"https:\/\/www.denverpost.com\/2016\/08\/23\/thornton-says-yes-to-marijuana-sales\/\">Thornton limits the number of marijuana shops to four<\/a> \u2014 and it has a population twice as large as the nearly 70,000 people who call Commerce City home. Brighton, which <a href=\"https:\/\/www.denverpost.com\/2024\/02\/08\/brighton-city-council-legal-marijuana-dispensaries-colorado\/\">just legalized cannabis sales this year<\/a>, also has a limit of four stores citywide.<\/p>\n<p>Douglas, the current mayor, said Commerce City experiences millions of dollars a year in retail and restaurant sales \u201cleakage\u201d to other communities because it doesn\u2019t have enough commercial operations for the fast-growing city. Another weed store isn\u2019t going to fill the bellies of a family looking for dinner out at a restaurant, he said.<\/p>\n<p>\u201cWe are trying to fill these gaps with the missing piece of retail and commercial,\u201d he said.<\/p>\n<p>Truman Bradley, executive director of the Marijuana Industry Group, said the days of a Green Mile-style concentration of marijuana shops are over. The industry has <a href=\"https:\/\/www.denverpost.com\/2023\/05\/21\/colorado-cannabis-marijuana-weed-dispensaries-downturn\/\">seen significant sales decline in recent years<\/a> following the short-lived <a href=\"https:\/\/www.denverpost.com\/2022\/02\/10\/colorado-marijuana-cannabis-record-sales-2021\/\">boom in business during the coronavirus pandemic<\/a>.<\/p>\n<p>\u201cNow that we have a mature market, we have a better idea of what demand is,\u201d he said.<\/p>\n<p>Commerce City\u2019s geographically bifurcated approach to cannabis regulation is as legitimate as any other approach cities or counties have taken, Bradley said.<\/p>\n<p>\u201cI think Commerce City is doing the right thing by evaluating whether their licensing model works for their community,\u201d Bradley said. \u201cIt\u2019s not one-size-fits-all.\u201d<\/p>\n<p>The prospect of fewer pot shops in Commerce City doesn\u2019t bother Garrett Yamashiro, the general manager of Star Buds on Dahlia Street. His store sits right next to a LivWell marijuana storefront, a vestige of the years when Commerce City had no distance separation requirements from one store to another.<\/p>\n<aside class=\"related right\"> <\/aside>\n<p>The city put in place a 1,000-foot, store-to-store buffer last year.<\/p>\n<p>\u201cWe\u2019ve seen a decline in traffic, a decline in spending,\u201d Yamashiro said, noting a 28-30% drop in foot traffic from 2023 to 2024. \u201cIt doesn\u2019t feel like it did five years ago.\u201d<\/p>\n<p>Commerce City took in just over $2 million last year in tax revenue from marijuana sales.
