Uruguay will become the first nation to legalize recreational marijuana.\u00a0 Uruguay, like many other countries in Central and South America, is attempting to rectify the growing problems related to failed marijuana policy, including the brutal cartel violence.\u00a0 This week, Uruguay Senators voted 16-13 to legalize and regulate marijuana.\u00a0 The idea has been championed by <a href=\"http:\/\/en.wikipedia.org\/wiki\/Jos%C3%A9_Mujica\" target=\"_blank\">Uruguay President, Jose Mujica<\/a>.\u00a0 His wife, Senator Luc\u00eda Topolansky told <a href=\"http:\/\/www.reuters.com\/\" target=\"_blank\">Reuters<\/a> \u201cWe begin a new experience in April.
