It is a type of cannabis plant and resembles marijuana, but it\u2019s non-intoxicating.<\/p>\n<p>House Speaker Nicholas Mattiello says the state has an opportunity to create a new industry and create jobs.<\/p>\n<p>The House amended the bill to limit the number of licenses issued by the state.<\/p>\n<p>A cultivator\u2019s license would cost $25,000.
