The legislation could include several important provisions related to marijuana policy.<\/p>\n<p>The amendments in question would:<\/p>\n<p><strong>* Prevent the Department of Justice and the Drug Enforcement Administration from spending money to interfere with the implementation of state medical marijuana laws.<\/strong><\/p>\n<p style=\"padding-left: 30px;\">-Similar language was enacted last year and is current law for Fiscal Year 2015.\u00a0<span style=\"font-weight: 400;\">On June 3, the House approved the <\/span><a href=\"https:\/\/www.congress.gov\/amendment\/114th-congress\/house-amendment\/332\"><span style=\"font-weight: 400;\">amendment<\/span><\/a><span style=\"font-weight: 400;\"> by a vote of <\/span><span style=\"font-weight: 400;\"><a href=\"http:\/\/clerk.house.gov\/evs\/2015\/roll283.xml\">242-186<\/a>\u00a0and on June 11, the Senate Appropriations Committee adopted the\u00a0<a href=\"http:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/hearings\/061115-FY16-CJS-Mikulski%20Medical%20Marijuana%20Amendment.pdf\"><span style=\"font-weight: 400;\">amendment<\/span><\/a><span style=\"font-weight: 400;\">\u00a0by a vote of <\/span><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.appropriations.senate.gov\/hearings\/full-committee-markup-fy16-defense-appropriations-bill-fy16-commerce-justice-and-science-appropriations-bill-and-fy16-legislative-branch-appropriations-bill\">21-9<\/a>.<\/span><\/span><\/p>\n<p><strong>*\u00a0Prevent <\/span><span style=\"font-weight: 400;\"><a href=\"http:\/\/clerk.house.gov\/evs\/2015\/roll288.xml\">289-132<\/a>\u00a0and on June 11, the Senate Appropriations Committee\u00a0approved the <a href=\"http:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/hearings\/061115-FY16CJS-Tester-McConnel%20Industrial%20Hemp%20Amendment.pdf\"><span style=\"font-weight: 400;\">amendment<\/span><\/a><span style=\"font-weight: 400;\"> by a <\/span><a href=\"http:\/\/www.appropriations.senate.gov\/hearings\/full-committee-markup-fy16-defense-appropriations-bill-fy16-commerce-justice-and-science-appropriations-bill-and-fy16-legislative-branch-appropriations-bill\"><span style=\"font-weight: 400;\">voice vote<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/span><\/p>\n<p><strong>*\u00a0Allow doctors with the Department of Veterans Affairs to recommend medical marijuana to military veterans, and prevent the V.A. from denying services to veterans because they are medical marijuana patients in accordance with state law.<\/strong><\/p>\n<p style=\"padding-left: 30px;\">-On\u00a0<span style=\"font-weight: 400;\">April 30, the House narrowly rejected the <\/span><a href=\"https:\/\/www.congress.gov\/amendment\/114th-congress\/house-amendment\/130\"><span style=\"font-weight: 400;\">amendment<\/span><\/a><span style=\"font-weight: 400;\"> by a vote of <\/span><span style=\"font-weight: 400;\"><a href=\"http:\/\/clerk.house.gov\/evs\/2015\/roll188.xml\">210-213<\/a>\u00a0but on\u00a0May 21, the Senate Appropriations\u00a0Committee\u00a0approved the <a href=\"http:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/hearings\/Daines-Amendment%20(Approved%2018-12).pdf\"><span style=\"font-weight: 400;\">amendment<\/span><\/a><span style=\"font-weight: 400;\"> by a vote of <\/span><a href=\"http:\/\/www.appropriations.senate.gov\/hearings\/full-committee-markup-302b-allocations-fy16-energy-and-water-appropriations-bill-and-fy16-milcon-va-appropriations-bill\"><span style=\"font-weight: 400;\">18-12<\/span><\/a><span style=\"font-weight: 400;\">, and its language was included in a bill passed by the full Senate on November 10.<\/span><\/span><\/p>\n<p><strong>* Prevent the federal government from punishing banks for doing business with state-legal marijuana providers.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">-On July 23, the Senate Appropriations Committee\u00a0approved the\u00a0<\/span><a href=\"http:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/FY2016%20FSGG%20Appropriations%20-%20Merkley%20Marijuana%20Banking%20Amendment.pdf\"><span style=\"font-weight: 400;\">amendment<\/span><\/a><span style=\"font-weight: 400;\"> to by a vote of <\/span><span style=\"font-weight: 400;\"><a href=\"http:\/\/www.appropriations.senate.gov\/hearings\/subcommittee-markup-fy16-financial-services-and-general-government-appropriations-bill\">16-14<\/a>.<\/span><\/p>\n<p>The measures above were all included in a <a href=\"http:\/\/www.marijuana.com\/blog\/news\/2015\/10\/big-marijuana-reforms-included-in-senate-spending-package\/\">package of spending bills<\/a> introduced\u00a0in October by powerful Senate Appropriations Committee Chairman Thad Cochran (R-MS), representing what he thought could pass the Senate as final funding measures for 2016.<\/p>\n<p>Cochran&#8217;s legislation also excluded language\u00a0from previous years\u2019 spending bills that has prevented Washington, D.C. from spending money to implement a system of legalized and taxed sales of marijuana. If that language is also absent from the final omnibus spending bill negotiators are currently working on,\u00a0the District of Columbia will be able to move forward with enacting marijuana sales regulations that the mayor and local lawmakers have indicated they support but have been stymied from moving forward with due to ongoing Congressional interference.<\/p>\n<p>House and Senate negotiators are currently battling over several other policy riders related to Syrian\u00a0refugees, abortion, net neutrality, guns, campaign finance rules and environmental regulations.
