That piece of legislation, <a href=\"http:\/\/le.utah.gov\/~2015\/bills\/static\/SB0259.html#MEDICAL%20CANNABIS%20AMENDMENTS%20%202\u00a0\u00a0\u00a0\u00a0\u00a0%202015%20GENERAL%20SESSION%20%203\u00a0\u00a0\u00a0\u00a0\u00a0%20STATE%20OF%20UTAH%20%204\u00a0\u00a0\u00a0\u00a0\u00a0%20Chief%20Sponsor:%20Mark%20B.%20Madsen\">SB 259<\/a>, failed to pass by one measly vote. High on his \u201cTo Do List\u201d for the 2016 legislative session, Sen.
