{"id":5211,"date":"2015-12-16T03:26:09","date_gmt":"2015-12-16T03:26:09","guid":{"rendered":"https:\/\/www.420magazine.com\/?p=4040"},"modified":"2015-12-16T03:26:09","modified_gmt":"2015-12-16T03:26:09","slug":"oregon-hemp-farmers-asking-for-legislative-help","status":"publish","type":"post","link":"https:\/\/cannitrol.com\/blog\/oregon-hemp-farmers-asking-for-legislative-help\/","title":{"rendered":"Oregon Hemp Farmers Asking For Legislative Help"},"content":{"rendered":"<div id=\"wp_fb_like_button\" style=\"margin:5px 0 5px 5px;float:right;height:100px;\"><script src=\"http:\/\/connect.facebook.net\/en_US\/all.js#xfbml=1\"><\/script><fb:like href=\"https:\/\/cannitrol.com\/blog\/oregon-hemp-farmers-asking-for-legislative-help\/\" send=\"true\" layout=\"standard\" width=\"450\" show_faces=\"false\" font=\"arial\" action=\"like\" colorscheme=\"light\"><\/fb:like><\/div><p>A newly-formed group of hemp farming advocates will ask state lawmakers to loosen regulations holding back Oregon\u2019s hemp industry.<\/p>\n<p>The Oregon Industrial Hemp Farmers Association plans to lobby hemp-friendly legislators to fix issues that the state\u2019s nine hemp farmers faced during the first growing season this year, the Bend Bulletin reported.<\/p>\n<p>\u201cRight now, the biggest changes to the legislation that we need is regarding greenhouses and propagation freedom,\u201d said Courtney Moran, a Portland attorney organizing the group. \u201cThis is the only crop in Oregon that you cannot grow in a greenhouse or use cuttings or clone.\u201d<\/p>\n<p>The group has asked Grants Pass Republican Rep. Carl Wilson and other lawmakers for help with five goals, including more stringent testing requirements for hemp products intended for human consumption.<\/p>\n<p>\u201cWe also want mandatory testing for any industrial hemp intended for human consumption,\u201d said Moran. She said Cannabis can remove heavy metals from soil.<\/p>\n<p>The legislature voted to legalize hemp in 2009, but it wasn\u2019t until 2014 that Congress included language in the farm bill authorizing states to allow hemp farming. Oregon agricultural officials didn\u2019t issue hemp growing licenses until early 2015.<\/p>\n<p>Hemp remains illegal under federal law because it contains trace amounts of THC, the psychoactive ingredient in marijuana.<\/p>\n<p>The state\u2019s new rules didn\u2019t follow the legal framework laid out by Congress, making things complicated for Oregon farmers.<\/p>\n<p>Department of Agriculture officials say they can\u2019t address all the farmers\u2019 concerns because they\u2019re bound by state and federal law.<\/p>\n<p>All of Oregon\u2019s hemp farmers told the state this year that they were growing to produce the profitable substance known as cannabidiol or CBD. Some people believe CBD has curative qualities.<\/p>\n<p>The Department of Agriculture balked at that, telling growers for months that they weren\u2019t following the attempt of the 2009 law if they were growing for CBD.
