Jonathan Singer, D-Longmont, who co-sponsored the bill with Sen. Irene Aguilar, D-Denver, said he anticipates \u201ca bumpy but positive outcome\u201d for <a href=\"https:\/\/leg.colorado.gov\/bills\/sb17-017\">Senate Bill 17<\/a>.<\/p>\n<p>In a late-night vote Wednesday that followed seven hours of testimony, the House State, Veterans, and Military Affairs committee passed the measure in an 8-1 decision. Stephen Humphrey, R-Severance, cast the lone dissenting vote.<\/p>\n<p>Singer said no significant amendments were made, other than the removal of \u201cacute stress disorders\u201d from the language. <\/p>\n<hr \/>\n<p><em><strong>2017 legislation: <a href=\"http:\/\/www.thecannabist.co\/2017\/02\/27\/list-eye-2017-colorado-legislation-marijuana-hemp-bills\/73558\/#ptsd\">Track SB 17 and other Colorado marijuana- and hemp-related bills<\/a><\/strong><\/em><\/p>\n<hr \/>\n<p>A point of contention during the hearing was access to minors, and whether children under the age of 18 could be recommended medical marijuana for post-traumatic stress disorder, he said. <\/p>\n<p>For the PTSD-related recommendation, patients 17 and under would be required to have two doctors\u2019 recommendations, sign-offs from the minor\u2019s parents as well as a sign-off from the Colorado Department of Public Health and Environment, he said. The provision remains on the bill.<\/p>\n<p>\u201cWe continue to keep the changes that the Senate did put in for further guardrails for a stronger conversation between doctors and patients,\u201d Singer said.<\/p>\n<p>That \u201cguardrail\u201d is a requirement that the patient receive a diagnosis of PTSD from a licensed medical doctor or licensed mental health professional in the context of a \u201cbona fide physician-patient relationship.\u201d<\/p>\n<p>\u201cThe doctor-patient relationship is so sacred,\u201d Singer said. \u201cI really want (people) talking to a doctor.\u201d<\/p>\n<aside class=\"related right\" \/>\n<p>Singer said SB 17 likely would be heard in the House next week. <\/p>\n<p>Last month, the bill <a href=\"http:\/\/www.thecannabist.co\/2017\/02\/03\/colorado-medical-marijuana-ptsd-bill\/72999\/\">cleared the Senate on a 34-1 vote<\/a>. Sen. Kent Lambert, R-Colorado Springs, cast the lone dissenting vote.<\/p>\n<p>The Colorado Board of Health, which has not added any new qualifying conditions to the state\u2019s medical marijuana law since it was implemented in 2001, <a href=\"http:\/\/www.thecannabist.co\/2016\/07\/26\/medical-marijuana-research-ptsd-medication\/59050\/\">has denied petition requests to put PTSD on that list<\/a>. Previous legislative maneuvers have stalled.<\/p>\n<p>A <a href=\"http:\/\/www.thecannabist.co\/2016\/07\/26\/ptsd-marijuana-colorado-lawsuit-appeal\/59116\/\">legal challenge<\/a> to the <a href=\"http:\/\/www.thecannabist.co\/2015\/07\/15\/ptsd-marijuana-colorado\/38022\/\">Colorado Board of Health\u2019s 2015 ruling<\/a> denying PTSD as a qualifying condition is <a href=\"http:\/\/www.thecannabist.co\/2017\/01\/25\/ptsd-colorado-medical-marijuana-bill\/72105\/\">currently before the Colorado Court of Appeals<\/a>. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Colorado legislation to add PTSD as a qualifying condition for medical marijuana is headed to the full House.
