{"id":7874,"date":"2017-11-22T17:16:01","date_gmt":"2017-11-22T17:16:01","guid":{"rendered":"http:\/\/www.denverpost.com?p=2866136&amp;preview_id=2866136"},"modified":"2017-11-22T17:16:01","modified_gmt":"2017-11-22T17:16:01","slug":"how-will-the-new-rules-released-for-the-colorado-marijuana-industry-affect-consumers","status":"publish","type":"post","link":"https:\/\/cannitrol.com\/blog\/how-will-the-new-rules-released-for-the-colorado-marijuana-industry-affect-consumers\/","title":{"rendered":"How will the new rules released for the Colorado marijuana industry affect consumers?"},"content":{"rendered":"<div id=\"wp_fb_like_button\" style=\"margin:5px 0 5px 5px;float:right;height:100px;\"><script src=\"http:\/\/connect.facebook.net\/en_US\/all.js#xfbml=1\"><\/script><fb:like href=\"https:\/\/cannitrol.com\/blog\/how-will-the-new-rules-released-for-the-colorado-marijuana-industry-affect-consumers\/\" send=\"true\" layout=\"standard\" width=\"450\" show_faces=\"false\" font=\"arial\" action=\"like\" colorscheme=\"light\"><\/fb:like><\/div><div class=\"media_block\"><\/div>\n<div class=\"row\">\n<div class=\"large-10 large-centered small-12 columns\">\n<div class=\"entry-meta-date\">Published: Nov 21, 2017, 6:42 pm \u2022 Updated: Nov 22, 2017, 7:57 am<span class=\"single-comments-link\" \/><\/div>\n<p class=\"byline\">By <span class=\"author\"><a class=\"url fn n\" href=\"http:\/\/www.thecannabist.co\/author\/awallace\/\" rel=\"author\">Alicia Wallace<\/a> and <a class=\"url fn n\" href=\"http:\/\/www.thecannabist.co\/author\/alabak\/\" rel=\"author\">Aleta Labak<\/a><\/span><em>, The Cannabist Staff<\/em><\/p>\n<p>Changes to the rules governing Colorado\u2019s cannabis industry go into effect Jan. 1, including a groundbreaking path for in-state research projects.<\/p>\n<p>The state Marijuana Enforcement Division <a href=\"http:\/\/www.thecannabist.co\/2017\/10\/10\/colorado-marijuana-regulations-2017-draft-rules\/89724\/\">finalized and released new rules<\/a> for licensed medical and recreational businesses.<\/p>\n<p>Highlights include new packaging and labeling requirements for flower, concentrates and edibles to help cut down on \u201cwhite noise\u201d for consumers, a top official with the Colorado Department of Revenue told The Cannabist on Tuesday.<\/p>\n<p>A good share of the regulatory changes were statutory mandates resulting from the 2017 legislation session, said Mike Hartman, executive director of the Colorado Department of Revenue. <\/p>\n<p>\u201cWe tried to clean up some of the white noise that is out there,\u201d Hartman said of the labeling changes that are intended to help consumers with information <a href=\"http:\/\/www.thecannabist.co\/2015\/12\/04\/pesticide-pot-recall-list-marijuana\/44711\/\">related to public health and safety<\/a>.<\/p>\n<p>Another significant change is the adoption of licenses for <a href=\"http:\/\/www.thecannabist.co\/2017\/06\/15\/colorado-marijuana-pesticides-enforcement-language-lapse\/81208\/\">conducting research and cultivating marijuana for such projects<\/a>. The new rules are a result of legislation passed earlier this year. <\/p>\n<p><a href=\"http:\/\/www.thecannabist.co\/2017\/02\/27\/list-eye-2017-colorado-legislation-marijuana-hemp-bills\/73558\/\">House Bill 17-1367<\/a> opened the door for private-public research projects on cannabis grown and processed in Colorado. The regulations require any transfers of cannabis for research purposes to utilize the state\u2019s existing inventory tracking system.<\/p>\n<p>\u201cThis is an industry where we just don\u2019t have the educational information that we have in other industries \u2026 there needs to be more research around the product,\u201d Hartman said.<\/p>\n<p>Cannabis research in the United States faces <a href=\"http:\/\/www.thecannabist.co\/2017\/11\/07\/dea-government-grown-marijuana-research-quota\/91876\/\">significant barriers because of the Schedule I status<\/a> of the substance.<\/p>\n<p>Colorado\u2019s revised rules also boost contaminant testing requirements for certain licensees. For the new packaging and labeling requirements that are also intended to ensure marijuana products aren\u2019t enticing to children or in packages that are easily opened by minors, there will be a six-month transition period after the rules go into effect in January for businesses to adjust and adapt to maintain compliance.<\/p>\n<p>The other changes come as a result of the state\u2019s ongoing review of its existing laws and standards related to marijuana and addressing areas of concern for industry members and the public, or tightening up regulations to adhere to public health and safety needs, he said.<\/p>\n<p>\u201cI think we struck the right balance,\u201d Hartman said.<\/p>\n<div class=\"entry-meta-author\">\n<div class=\"authorimage\"><a class=\"url fn n\" href=\"http:\/\/www.thecannabist.co\/author\/awallace\/\" rel=\"author\"><img src=\"https:\/\/cannitrol.com\/blog\/\/wp-content\/uploads\/2017\/11\/how-will-the-new-rules-released-for-the-colorado-marijuana-industry-affect-consumers.jpg\" class=\"authormug\" \/><\/a><\/div>\n<p class=\"author-desc\">Alicia Wallace joined The Cannabist in July 2016, covering national marijuana policy and business.
