{"id":8159,"date":"2018-03-23T16:17:37","date_gmt":"2018-03-23T16:17:37","guid":{"rendered":"https:\/\/www.denverpost.com\/?p=2994635"},"modified":"2018-03-23T16:17:37","modified_gmt":"2018-03-23T16:17:37","slug":"five-things-colorado-should-know-about-congress-1-3-trillion-spending-package","status":"publish","type":"post","link":"https:\/\/cannitrol.com\/blog\/five-things-colorado-should-know-about-congress-1-3-trillion-spending-package\/","title":{"rendered":"Five things Colorado should know about Congress\u2019 $1.3 trillion spending package"},"content":{"rendered":"<div id=\"wp_fb_like_button\" style=\"margin:5px 0 5px 5px;float:right;height:100px;\"><script src=\"http:\/\/connect.facebook.net\/en_US\/all.js#xfbml=1\"><\/script><fb:like href=\"https:\/\/cannitrol.com\/blog\/five-things-colorado-should-know-about-congress-1-3-trillion-spending-package\/\" send=\"true\" layout=\"standard\" width=\"450\" show_faces=\"false\" font=\"arial\" action=\"like\" colorscheme=\"light\"><\/fb:like><\/div><p>WASHINGTON \u2014 Congress this week passed a $1.3 trillion plan to fund the federal government through Sept. 30, and tucked into that <a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/CPRT-115HPRT29374\/pdf\/CPRT-115HPRT29374.pdf\">2,232-page measure<\/a> \u2014 which President Donald Trump must sign to avoid a shutdown \u2014 are several provisions that will have an impact on Colorado.<\/p>\n<p>Among them:<\/p>\n<h3>New money to fight wildfires<\/h3>\n<p>A longstanding concern among Western lawmakers is the way that the federal government is forced to pay for its efforts to fight wildfires.<\/p>\n<p>Too often, the cost has been so much that the U.S. Forest Service has had to raid other programs to cover the expense \u2014 including money used to improve forest health and prevent wildfires in the first place.<\/p>\n<p>A change spearheaded by U.S. Sens. Michael Bennet and Cory Gardner of Colorado changes that process by establishing a new emergency fund that can be accessed once the initial fire-fighting funds are tapped out. That new fund will start at $2.25 billion in 2020 and increase to nearly $3 billion by 2027.<\/p>\n<p>\u201cBecause of the pressures that wildfires have brought to the West, as well as the challenges of climate change and development, the antiquated way we pay for firefighting needed dramatic change,\u201d Bennet said in a statement.<\/p>\n<p>Added Gardner: \u201cOur provision will ensure the Forest Service has the necessary funding for cleanup and prevention efforts that will help reduce the amount of catastrophic wildfires the Forest Service has to fight.\u201d<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">NEWS: We secured a <a href=\"https:\/\/twitter.com\/hashtag\/FireFix?src=hash&amp;ref_src=twsrc%5Etfw\">#FireFix<\/a> in the <a href=\"https:\/\/twitter.com\/hashtag\/omnibusbill?src=hash&amp;ref_src=twsrc%5Etfw\">#omnibusbill<\/a>. Bennet (@SenBennetCO) <a href=\"https:\/\/twitter.com\/SenBennetCO\/status\/976629642420523008?ref_src=twsrc%5Etfw\">March 22, 2018<\/a><\/p>\n<\/blockquote>\n<h3>A thaw in the gun violence research ban<\/h3>\n<p>Congress has <a href=\"https:\/\/www.denverpost.com\/2018\/03\/04\/federal-gun-violence-research\/\">effectively barred<\/a> the Centers for Disease Control and Prevention from researching gun violence for more than 20 years, but an addendum to the bill nudges the agency back toward that kind of work.<\/p>\n<aside class=\"related right\" \/>\n<p>While it notes the CDC and other agencies still are prohibited from using funds to \u201cadvocate or promote gun control,\u201d the language makes note of the fact that the \u201cSecretary of Health and Human Services has stated (that) the CDC has the authority to conduct research on the causes of gun violence.\u201d<\/p>\n<p>Removing that research restriction has been a longstanding goal of lawmakers such as U.S. Rep. Diana DeGette, D-Denver.<\/p>\n<p>She said the nod to gun control research was \u201cbetter than nothing\u201d but that she\u2019d rather just remove the congressional barrier, known as the <a href=\"https:\/\/www.denverpost.com\/2018\/03\/04\/federal-gun-violence-research\/\">Dickey Amendment<\/a>.<\/p>\n<p>\u201cI believe in science-based public policy,\u201d she said.<\/p>\n<h3>Mental health care for veterans expands<\/h3>\n<p>Included in the spending package is a provision that requires the U.S. Department of Veterans Affairs to provide mental and behavioral health care services to combat service members who were not honorably discharged and to those who\u00a0experienced military sexual trauma.<\/p>\n<p>This expansion of treatment has been a longstanding goal of U.S. Rep.
