Ed Perlmutter and three other congressmen who\u2019ve been pushing to give cannabis businesses access to banking services expressed hope Tuesday their bill would move through the Senate soon.<\/p>\n<p>In <a href=\"https:\/\/perlmutter.house.gov\/uploadedfiles\/house_safe_sponsors_to_chairman_crapo_1.21.20.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a letter sent to Mike Crapo<\/a>, chairman of the Senate Committee on Banking, Housing and Urban Affairs, the Arvada Democrat and Reps. Steve Stivers, R-Ohio, Denny Heck, D-Wash., and Warren Davidson, R-Ohio, addressed the chairman\u2019s <a href=\"https:\/\/www.marijuanamoment.net\/key-senate-chairman-lays-out-possible-marijuana-banking-bill-changes\/\" target=\"_blank\" rel=\"noopener noreferrer\">concerns about the Secure and Fair Enforcement (SAFE) Banking Act<\/a>\u00a0while urging him to take swift action.<\/p>\n<p>In his comments published Dec. 18, Crapo recommended adding public health and safety requirements to the legislation, such as requiring potency disclosures and a potential 2% THC limit on products before allowing banks to do business with cannabis companies, and rules for preventing \u201cbad actors\u201d from laundering money through banks.<\/p>\n<p>The representatives were hesitant to expand the scope of the bill, stating \u201cwe should exercise caution before adding limitations on the legislation\u2019s safe harbor that impose unworkable burdens on financial institutions.\u201d<\/p>\n<p>\u201cOur bill is about public safety,\u201d the congressmen wrote. \u201cIt does not change the legal status of marijuana and is focused solely on taking cash off the streets and aligning federal banking laws with the decisions states are already making regarding cannabis.\u201d<\/p>\n<p>Colorado Attorney General Phil Weiser and others from the National Association of Attorneys General echoed that sentiment in a separate letter to the Senate sent Wednesday, stating \u201cour banking system must be flexible enough to address the needs of businesses in the various states and territories\u2026 while protecting the interests of the federal government.\u201d<\/p>\n<p>Burglaries of cannabis dispensaries and grow operations in Denver <a href=\"https:\/\/www.denverpost.com\/2020\/01\/20\/denver-marijuana-burglaries-increase\/\" target=\"_blank\" rel=\"noopener noreferrer\">hit a three-year high in 2019<\/a>. Many in the industry believe criminals target these businesses because they are forced to deal in cash.<\/p>\n<aside class=\"related right\" \/>\n<p>Colorado Sen. Cory Gardner, the Republican co-sponsoring the SAFE Banking Act in the Senate, said he has had numerous discussions with Crapo about the bill, and looks forward to working toward its passage.<\/p>\n<p>\u201cIt\u2019s no secret that I, too, was opposed to marijuana legalization in Colorado,\u201d Gardner said in a statement. \u201cBut the people of Colorado chose to try a new approach to legal cannabis, and the sky is not falling. Seven years later, 95% of the United States\u2019 population lives in a state with some form of legal cannabis. Every day that Congress continues to ignore reality, unintended negative consequences pile up for legitimate businesses \u2014 both in the cannabis industry and outside it.\u201d<\/p>\n<p>The SAFE Banking Act <a href=\"https:\/\/www.denverpost.com\/2019\/09\/25\/us-house-pot-business-banking\/\">passed the U.S. House of Representatives<\/a> in September by a vote of 321-103.<\/p>\n<p>\u201cThis is a constructive step forward for our legislative effort and an important step toward making our communities safer,\u201d the congressmen\u2019s letter concludes. \u201cWe stand ready to partner with you and your colleagues, and we look forward to continued progress on this issue.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"media_block\"><\/div>\n<p>U.S. Rep.
